RE: Partial Reconfiguration

As a good architectural guideline, always instantiate vendor specific IO primitives at the top level. This will help the migration of the product from vendor to vendor to be easy. This is also a requirement for Xilinx Partial Reconfiguration. Note that in PR mode, Serdes should be instantiated in the same area group as the IOB Buffers.
